Grover Beach joins growing list of communities opposed to Phillips 66 oil-by-rail plan

Phillips 66

The Grover Beach City Council will send a letter to the San Luis Obispo County Planning Commission opposing the Phillips 66 oil train proposal for its Santa Maria Refinery on the Nipomo Mesa.

Council members voted in favor of that letter Monday night, as well as sending a letter to the federal government asking for more regulations regarding rail safety.

The move by Grover Beach follows in the footsteps of Pismo Beach where last week Mayor Shelly Higginbotham agreed to send a letter in opposition to the project as well.

Phillips 66 said in its Revised Environmental Impact Report (EIR), a maximum of 250 trains would arrive for unloading per year carrying upwards of a quarter million barrels of crude oil to the facility each week, should the rail connector be approved.

The Final EIR for the proposal has not yet been released. A date for a San Luis Obispo County Planning Commission hearing has yet to be scheduled as well.
