In a press briefing April 14, San Luis Obispo County District Attorney Dan Dow announced formal first-degree murder charges against Paul Flores in connection with the 1996 disappearance of Cal Poly student Kristin Smart.

In a press briefing Tuesday, April 13, San Luis Obispo County Sheriff Ian Parkinson announced Paul Flores has been arrested for the murder of Kristin Smart, a former Cal Poly student who disappeared nearly 25 years ago.

Paul Flores’ father, Ruben Flores, has been arrested as an accessory to her murder.

In January, a new statewide police transparency law—SB 1421—went into effect, mandating police records be made public in cases of sustained findings against officers who commit sexual assault, use excessive force or engage in dishonesty-related conduct. However, the agencies that investigated criminal allegations against a former Paso Robles police officer have not turned over any documents relating to the case, as required under the new law.

Central Coast law enforcement agencies slow to provide public records

On New Year's Day, 2019, a new state law went into effect. SB 1421 insists that California police departments let the public see formerly-confidential misconduct records. Since then, more than 35 California newspapers and public radio stations—including KCBX—have joined forces to request those records.

A ceremony Wednesday morning marked the opening of the Central Coast Cyber Forensics Lab, a group project of Cal Poly and the California State University system, along with the county DA’s office and the California Military Department. Governor Jerry Brown will not block the release of a 24-year-old prisoner convicted of brutally killing an elderly San Luis Obispo man back in 2005. 

San Luis Obispo County District Attorney Gerald Shea announced Wednesday that he's moving up the date of his retirement.

He's asked the Board of Supervisors to appoint District Attorney-Elect Dan Dow to the position on November 7.  The move would cut short Shea's date of departure by two months.

Dow won a contentious election this past June against former San Luis Obispo County Assistant District Attorney Tim Covello.

San Luis Obispo County Assistant District Attorney Tim Covello, who lost to Dan Dow in a heated June primary race for the office of District Attorney, is headed to Santa Barbara County.

An announcement Thursday afternoon from current District Attorney Gerry Shea's office says Shea supports the decision, and he praised Covello for his time as a county prosecutor.

According to the announcement, Covello will continue to be a prosecutor with the Santa Barbara District Attorney’s office.

One of the more hotly contested races on the Central Coast this spring was the one for San Luis Obispo County District Attorney.

Overnight numbers show Deputy District Attorney Dan Dow the winner with more than 53 percent of the vote to Assistant District Attorney Tim Covello's nearly 45 percent.

An attorney from Pismo Beach is entering the race for San Luis Obispo County District Attorney—as a write-in candidate.

On Thursday, Paul Phillips submitted the final signatures he needed to qualify as an official write-in candidate, according to County Clerk Julie Rodewald.

Up until now, the contentious race for SLO County DA has been just between just the two candidates who will appear on June's ballot, Assistant District Attorney Tim Covello, and Dan Dow, the Deputy District Attorney.
