Volunteer "Minutemen" have spent the past three weeks on Arizona's border with Mexico, trying to deter illegal crossings. The group claims success. But other factors are also at play, including increased warnings by the Mexican government and traditional migration patterns that shift westward this time of year.

Report Concludes That FEMA Should Be Replaced
Leaders of the Senate Homeland Security and Governmental Affairs Commitee are proposing that the Federal Emergency Management Agency be eliminated. After investigating the response to Hurricane Katrina, the committee releases a draft report recommending the creation of a new National Preparedness and Response Authority to replace FEMA.

The jury has begun deliberations in the death penalty trial of confessed al-Qaida conspirator Zacarias Moussaoui. The prosecution has argued that because Moussaoui played a role in the attacks of Sept. 11, 2001, he should receive the death penalty.

Texas Targets Louisiana Felons for Arrest
The attorney general of Texas is asking Louisiana officials to issue warrants for felons who fled Katrina by evacuating to Texas. Authorities in Texas say hundreds of felons have remained in their state illegally and are a threat to public safety. From member station KUT in Austin, Larry Schoolar reports.
