On Wednesday, the name of San Luis Obispo County’s reopening plan was revealed—the START guide, or ‘Steps To Adapt and Reopen Together.’ Expected to be released Friday, county health officer Dr. Penny Borenstein said it’s not going to be a set-in-stone plan.

Five Cities Fire Authority

The future of San Luis Obispo County’s Five Cities Fire Authority will be in the hands of a select group of voters in the upcoming election. The fire department that serves Arroyo Grande, Grover Beach and Oceano faced uncertainty in 2019 as the communities grappled with how to fund it. On March 3, Oceano voters will weigh if a tax hike is worth the cost of continued shared fire services.

A San Luis Obispo County judge handed down a steep sentence Wednesday: an Indiana man was sentenced to life in prison without the possibility of parole for the murder of his mother in Grover Beach. It’s the harshest sentence imposed in the county in several years.

If any renters in San Luis Obispo recently received an eviction notice, it could possibly be unlawful. City officials have passed an emergency tenant protection ordinance seeking to prevent unjust evictions and unreasonable rent hikes. About 65 percent of San Luis Obispo residents are renters.

The local law took effect immediately after the city council passed it on November 26. According to the city manager, the council found the issue acute enough to only require one hearing to pass the ordinance.

Plans for more affordable, supportive housing in San Luis Obispo County are underway, and the project may signal an end to a south county skirmish over where to place shelter for the homeless. The nonprofit affordable housing developer Peoples' Self-Help Housing (PSHH) met with Pismo Beach officials in September to negotiate a possible location in the city. On Tuesday, the nonprofit announced it had gone into escrow on a new site.

$5.5 million dollars was awarded to San Luis Obispo County homeless agencies and organizations this week. It came from a pool of hundreds of millions in state grants offered to help house the homeless and create services for homeless youth in counties across California. At Tuesday’s board of supervisors meeting, many in attendance were excited about the generous new funding opportunities, but many others weren’t happy with where the money may be spent in south San Luis Obispo County.

San Luis Obispo County officials, service providers, non-profits and residents gathered Wednesday to discuss what to do with millions of dollars in state funds, aimed at supporting the county’s homeless population. But the meeting became a passionate debate between recognizing a need for more homeless services, and concern over where to put them, particularly a shelter proposed in South County.

At the end of February, when Arroyo Grande city staff floated the idea of leaving the Five Cities Fire Authority (FCFA) in San Luis Obispo County, it threatened the future of fire services for the city, as well as Oceano and Grover Beach. This week, the Arroyo Grande city council decided the fire department shouldn’t disband yet. And now all three communities served by the FCFA—Arroyo Grande, Oceano and Grover Beach—have six months to come up with funding plan all agree on.

Arroyo Grande city officials and community members met for over four hours this week to consider if Arroyo Grande should stay in the Five Cities Fire Authority (FCFA), which isn’t actually comprised of five cities, it’s three—including Oceano and Grover Beach. The meeting came after city staff recommended Arroyo Grande leave the fire department, essentially dissolving it. Now San Luis Obispo County officials may be stepping in to help save it.

Officer-involved shooting in Grover Beach

Grover Beach police shot and killed a man on Wednesday night in an altercation on Brighton Avenue.

In a statement issued Thursday morning by Grover Beach police chief John Peters, the identities of the man and the officers involved is not being released during an internal investigation.

According to the department’s account, around 10:15 p.m., a 9-1-1 call reported a man was outside a home in the 1000 block making a “disturbance.” The man didn’t live at the home, and when a police team arrived, they say he was armed with a “large blunt object,” and charged them.

Criminal charges have been filed against the former Grover Beach police officer whose dog fatally attacked a resident and severely injured another in December.
